Before even considering not to go to the Bureau of Immigration to endorse your dost travel clearance because you feel lazy or complacent, let me tell you a story of a friend of mine who did exactly that.<br />

I had a friend who was a DOST SEI Scholar during her Master's Degree but before completing her years of service, she got a scholarship for PhD abroad. It was not an opportunity to be missed so she decided to repay DOST for her Master's scholarship (roughly around 100,000.00 php)<i> But don't get disappointed because you can still study abroad without having to pay but this will be another blogpost or you can read my blogpost about surety bonds <a href="http://dosttravelclearanceetc.blogspot.jp/2011/08/how-to-apply-for-dost-sei-travel.html" target="_blank">here</a>.</i><br />
<br />
Having paid the full amount, it then follows that she is entitled to acquire the coveted DOST SEI FINAL CLEARANCE. But whether or not it was a miscommunication or lack of information on her part, she did not go to the Bureau of Immigration to present her travel clearance and clear her name from the BI watch list. She was able to leave the country though and go back and forth, just by presenting her copy of her final clearance to the immigration officers. She had kept doing it for 2 years without much trouble until that unfaithful day.<br />

This year after spending Christmas holidays in the Philippines, she went to the airport to board her flight back to her foreign school. Her flight was scheduled in the afternoon (one of those days, or so she thought). But when she got to the immigration officer, she was stopped and was asked about her DOST clearance status. Although she tried to explain about her final clearance and her full payment, the officers were not so convinced. She was even reprimanded for not forwarding her DOST Final Clearance to the BI. And no matter how hard she explained that she was not properly informed about this procedure, it was fruitless.<br />
<br />
To make the story short, she was stopped and she was not allowed to board the plane. And to make it worse, she had to rebook and pay for another plane ticket which scheduled after a couple of days. <br />
<br />
You can never really say if the system has changed. But just to be really really sure and to avoid inconveniences in the future, better push yourself to do the final step. Report to the Bureau of Immigration and clear your name.<br />

<span style="font-family: Arial, Helvetica, sans-serif;">Not later than a month after the scholar/scholar-graduate returns to the country, s/he must personally report to DOST-SEI and submit photo-copies of passport pages marked with the arrival data in the country; and to retrieve (original copy of Surety bond or to submit original receipt in case of cash bond for processing. Processing of cash bond may take ten (10) working days.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">A scholar whose scholarship is terminated for failure to comply with the scholarship requirements at anytime within the first two years shall be issued a FINAL DOST-SEI clearance together with the notice of termination.</span><br />

Now this is a tricky question.<br />

Technically yes but sometimes you can survive without it.<br />

Because as I write this post, I am talking to my batchmate, also a DOST Scholar during our college days, and he is about to go to Singapore to work for good.<br />

Did he apply for a DOST SEI Travel Clearance? NO! (Please keep it a secret! ^_^) But he is going to SG in 3 days and isn't that exciting?<br />
<br />
We both received 5 years of scholarship benefits from DOST and while I did all the effort to secure a travel clearance for studying abroad (with all the pains of having to post surety bonds with GSIS), he did not even bother to go to DOST to ask for a DOST travel clearance. Yet, he was able to apply for a passport, process his papers for work etc.<br />
<br />
What was his stategy?<br />
<br />
Well the worst thing that can happen to you when you don't apply for a DOST Travel Clearance is that you will be held from departure on the day of your flight itself. And who has the authority to stop you? Of course, the immigration officers. But instead of being surprised on the day itself, you can freely check if your name is in the immigration watchlist. And that was what my friend did. He went to the Bureau of Immigration and asked whether or not his name was on the watch list. And lo and behold it was not!!! (please keep this a secret again!) So after knowing that he had no derogatory records whatsoever, he decided not to get a DOST Travel Clearance. Thinking about it now, I wish I went to BI first before going to DOST too. Who knows, my name may not be in the list as well. Oh well, past is past.<br />

But whether or not this plan will work, I will know in 3 days and I will keep you guys posted. This is a long overdue post about what I did in the Bureau of Immigrations after receiving my temporary travel clearance for graduate studies abroad (You can read about my previous post here).<br />

So I already got my temporary DOST SEI clearance. DOST SEI then advised me to proceed to the Bureau of Immigrations (BI) to bring this clearance (which is technically a letter addressed to the BI commissioner allowing us to go).As you well know, the database that immigration officers in the airport use are all consolidated in this government agency, so this is the best place to ask whether or not you are in the watch list. Upon presenting your DOST SEI Clearance, theoretically your name will be lifted from the watch list.<br />
<br />
I arrived at around 4 pm, barely reaching there because of the traffic along Taft Ave. There was not as much people as I anticipated, maybe because it was almost closing time. So here is the run down of the events as far as I can remember:<br />
<br />
1. ENTER main door and say hello to <i>"Manong Guard"</i> <br />
I entered the main door where the guards were checking your stuff and asking you about your transactions. I told them I was giving my DOST SEI clearance so the guard let me in and gave me a visitor's ID.<br />
<br />
2. PROCEED to Information Desk just in front of main door<br />
Because I already forgot where to go, I went to inquire at the Information Desk. They asked me to go to a Window 5 (Left Side when you enter the building)<br />
<br />
3.SUBMIT your letter/clearance to the person in charge and wait until your name is called<br />
After about 10-15 minutes my name was called and they gave me the letter again stamped<br />
"No Derogatory Records"<br />
<br />
4. FINISHED. That's it. I did not have to pay anything. The person said I was good to go and it would all depend upon the immigration officer whether or not he will look for the letter on the day of the flight itself. But for my case, they did not.<br />
<br />
So it was that simple. <br />
<br />
By the way, I forgot to tell you it did not end this way. I was actually puzzled about the "No Derogatory Records"stamp for a while now...What does this actually mean? Does this mean that I really dont have any records at all and there is no need for me to get a clearance whatsoever???<br />

</div><div class="MsoNormal"><b>What will DOST SEI give me?</b></div><div class="MsoNormal">DOST SEI will give you 3 letters: 1st is a MEMO for scholars, 2nd is a letter addressed to the Bureau of Immigration Commissioner saying that you no longer have obligations from DOST and that your name can be removed from the watchlist and 3rd is a certification that you can present to NBI and DFA to apply for an NBI Clearance or passport, respectively. Anyway about the topic, here is a list of what you can do:<br />

<b>OPTION 1:</b> If you posted a cash bond, just present the original Official Receipt (OR) of the DOST cash bond to DOST SEI along with photocopies of your passport with arrival markings from the Immigration Officers. Processing may take up to 10 working days before you can get the money.<br />
<br />
<br />
<b>OPTION 2: </b>If you posted a SURETY BOND with GSIS, just present photocopies of your passport with arrival markings from the Immigration Officers. DOST SEI will then issue an Endorsement Letter to cancel the Surety Bond. Remember that there is a deadline for this, else the money will be forfeited. <b>STEP 3: Call DOST if they have finished their computations. If they have, VISIT THEM PERSONALLY to get the SUPPLEMENTAL AGREEMENT FORM. </b>It is a form/contract indicating your travel details (for example October 2011 to September 2016, Japan, etc.) and it states that you have to return during the agreed date else your bond will be forfeited. It needs to be signed by you and your parents. One provision in the Supplemental Agreement is that you have to post a SURETY BOND with GSIS based on their computations. <b>DON'T FORGET TO BRING ORIGINAL COPIES OF YOUR REQUEST LETTER IF YOU PREVIOUSLY SENT THEM THROUGH FAX/EMAIL.</b><br />

<b>STEP 4: BRING SUPPLEMENTAL AGREEMENT to GSIS and Process your SURETY BOND</b><br />
For this step, you have to have a CO-MAKER (someone to post the bond with you: your mother, father, tito or tita etc.) GSIS will give you a lot of forms that you have to fill up together with your co-maker. You have to have a lot of documents notarized too. But simply put, you need to post a surety bond sa GSIS equal to DOST's computations.<br />

Is cash needed?<br />
You actually have a choice, in my case we paid in cash to GSIS. But you can use your property titles instead for example land title etc. You can reclaim it after you return.<br />
<br />
The GSIS Surety bond must be RENEWED every YEAR!!!!!! That's right. If you will not be here, you can have your parents do it but you have to make it legal. (SPECIAL POWER OF ATTORNEY needed)<br />
<br />
<b>STEP 5: Once the SURETY BOND is READY, RETURN Supplemental Agreement form to DOST</b> <b>along with their copy of the GSIS Surety Bond</b> for them to process the travel clearance (pwede through mail). The DOST-SEI Director will sign your Supplemental Agreement and have it notarized.<br />
<br />
<b>STEP 6: Get your DOST Travel Clearance for Graduate Studies from DOST after 2-3 days and bring Php 70.00 for notarization fee. </b>The clearance must also be renewed yearly, together with the GSIS Surety Bond<br />

<b>STEP 7. BRING DOST travel clearance to the Bureau of Immigration along with copies of your CONFIRMED tickets (New Policy as of August 2011)</b><br />

I have read about this topic in several blog posts and forums online and the answers are quite MIXED. As for me, I got my first passport back in 2006 for our trip to Japan (it's in my past blogposts) and I had it renewed recently (June 2011) for my graduate studies abroad on October 2011. Here is what happened:<br />

<b>FOR 2006 Passport: I presented NO Travel Clearance or Endorsement Letter from DOST whatsoever.</b><br />
<br />
Yes that's right. I was able to get an NBI Clearance specific for Passport Application without any DOST clearance probably because I was still a sophomore back then and my name is not yet part of the NBI database.<br />
Also, I was able to travel to Japan without any clearance. (read<a href="http://dosttravelclearanceetc.blogspot.com/2011/07/dost-scholar-is-it-okay-to-travel.html"> here</a>)<br />

<b>FOR 2011 Passport Renewal: I decided to get an endorsement letter from DOST addressed to DFA, allowing me to renew my passport.</b><br />
<br />
Why? I don't know. Maybe I was thinking that I could get detected as a DOST scholar (with obligations) in DFA and would not be allowed to renew my passport. I was desperate because I am in the process of finishing my requirements for a 5-yr scholarship abroad to start on October 2011 (Wait for a blogpost on this) and so I decided to make things official and got the endorsement letter.<br />
<br />
But when I went to DFA to renew my passport, THEY DID NOT EVEN GET the endorsement letter, nor READ IT A BIT if I had not insisted. They only got the photocopies of my old passport. But in the end, I still insisted that they check the letter because I don't want them calling after a few days requesting me to go back. So the officer in charge checked and asked a few people until finally she told me : IT IS NO LONGER NEEDED (What???????? Jaw dropped)<br />

So maybe it is actually okay after all to go directly to DFA to apply for a passport without the clearance or whatever. As for the NBI Clearance requirement, you can always do away with it by submitting other IDs.<br />

<b>Examples of OFFICIAL TRIPS for DOST SEI Travel Clearance include:</b><br />
<b>Case A: Out of the country training or short-term jobs</b> sponsored by your company (I have done this for our training in Malaysia last 2010)<br />
<b>Case B: Competitions abroad</b> (or as for my case, performances abroad but I was not required a clearance that time)<br />
<b>Case C:.Attendance to Conferences or Symposiums</b><br />
<b>Case D:. Cultural/Student Exchange Programs </b>(I have done this as well last 2009)<br />
<br />
<br />
<b>STEP 1.</b> Write a letter addressed to the director of DOST Science Education Institute stating the following:<br />
a. Reason for your travel<br />
b.Travel Destination<br />
c. Date and Duration of your travel<br />
<br />
<br />
<b>STEP 2</b>. Secure a LETTER OF GUARANTEE from your company, sponsor, school or recognized organizations, as an attachment for your request for a DOST SEI Travel Clearance.<br />
<br />
For Case A, I got one from my boss along with supporting documents such as Training Itineraries etc.<br />
For Case D, I got one from our College Secretary as it was an official university event along with supporting documents such as the invitation letter, endorsement from the Dean etc.<br />
<br />
The important part of the letter is this statement:<br />

<b>STEP 3</b>. SUBMIT your requirements for a DOST SEI Travel Clearance to DOST SEI through FAX<br />
<br />
If you live near Bicutan or within Manila area, you may hand carry your requirements to DOST SEI. But I suggest that you send these papers (Step 1 and 2) through fax and CALL to check if they have received it. They would then tell you when your travel clearance will be available (usually after 2-3 working days) and only then should you bring your original documents.<br />
<br />
<b>STEP 4</b>. Once it is available, Get the Endorsement Letter from DOST addressed to the Commissioner of the Bureau of Immigrations (Note this is not the clearance yet, it has to be approved by the Bureau of Immigration)<br />
<br />
This is a sealed letter bearing the SEI logo saying that DOST SEI is endorsing your travel.DON'T FORGET TO BRING YOUR ORIGINAL DOCUMENTS. One time, they would not release my clearance because I forgot to bring the original papers. So much for traveling expenses.<br />

TAKE NOTE: DOST SEI transferred to a new building (Click <a href="http://dosttravelclearanceetc.blogspot.com/2011/08/new-dost-science-education-institute.html">here</a>)!!! (As of my recent visit last July 24, 2011) They are now within the main DOST complex, but not far from the original address of 3F PTRI Bldg., Bicutan<br />

</div><b>STEP 5</b>. Bring the Endorsement Letter from DOST SEI to Bureau of Immigration to be issued a TRAVEL ORDER<br />
<br />
They say payments are usually made for this step but for my case, I just got my number and waited to be called. During my turn, I just presented the letter from DOST and the person in charge already said it was okay and I was permitted to leave after a few minutes. No more payment. I am not sure if this is applicable for vacations etc.<br />

So above are the easy steps to get a DOST SEI travel clearance for Official Trips. </tbody></table>Back in the year 2006 when I was a sophomore in college, my folk dance troupe was invited to perform in Yokohama and Tokyo, Japan for 1 week. Three of us were DOST scholars then - 1 person already graduating and aware of her travel restrictions and 2 others (including me) who are oblivious to possible travel bans which could send all our dreams of going abroad to the drain.<br />
<br />
<span class="Apple-style-span" style="color: red;">Did we secure a DOST SEI TRAVEL CLEARANCE?</span><br />
<br />
<span class="Apple-style-span" style="color: red;">OF COURSE NOT!!! We were CLUELESS ABOUT TRAVEL CLEARANCES!!!</span> So we happily packed our bags, learned a few Japanese phrases, and fattened our wallets with yen.<br />
<br />
And so what happened? <span class="Apple-style-span" style="color: red;">Did we make it past the IMMIGRATION OFFICER without the DOST Travel Clearance? YES and NO</span>. Well, two different things actually happened:<br />
<br />
A. The graduating person was detected as a DOST scholar and she was called for questioning<br />
<br />
B. The 2 of us sophomores were free and undetected.Buti na lang. So we kept quiet about our identities (jumping for joy inside because we were okay to travel)<br />

<span class="Apple-style-span" style="color: red; font-size: large;">Was she allowed to travel? </span><br />
<br />
Everybody was on PANIC MOde kasi within an hour, fly na kami sa Japan Airlines.<br />
Everybody was worried, our choreographer was mad because if she does not make it, we would have to rechoreograph. Also, what if the 2 of us would get detected????<br />
<br />
Luckily, we had a guardian (school principal) who took charge of the situation and negotioated with the immigration officer. Within those precious minutes she was able to furnish and submit requirements to DOST, instructing people only via her cellphone, and have DOST fax a copy of the travel clearance to the Immigration office.<br />
<br />
Eventually, she was given a go signal <i>at parang nabunutan ng tinik ang lahat.</i> <i>Pero paano kung hindi nahabol?</i><br />
<br />
Lesson: Let us recall that as DOST Scholars we have to render service to the country equal to the number of years the scholarship was enjoyed and as such, we have certain travel restrictions. They said that names of DOST Scholars who have nearly completed their degrees (which explains why we were exempted) are forwarded to the Bureau of Immigration and issued a travel hold order.<br />
<br />
But <span class="Apple-style-span" style="color: red; font-size: large;">YES, we are still allowed to travel may it be for business or vacation</span>.Some say they have been in and out of the country without the travel clearance, and remained undetected. I say these kind of things may really be uncontrollable, true for some but may not be the case for you. I suggest we go for the legal way. Let us secure our DOST travel clearance. I have done it 4 times already and it is not as difficult as some may think.<br />
